Have you configured various checkout agreements in Magento 2, such as terms and conditions or withdrawal information, but PayPal still says the customer must accept them even though they were checked?
The problem is that the checkout agreement values are not passed to PayPal. The simplest solution may be to install the CopeX/PaypalFix.
